"Public Mental Health Systems, Medicaid Restructuring, and Managed Behavioral Healthcare"
Suggested guidelines for "competent managed care organizations," for "effective state mental health agencies," and for a "fair procurement process" when developing a managed behavioral healthcare program in the public sector, particularly when working with Medicaid. This AMBHA-NASMHPD (National Association of State Mental Health Program Directors) white paper was published in the September/October 1995 issue of Behavioral Healthcare Tomorrow.

This AMBHA-NASMHPD (National Association of State Mental Health Program Directors)-NACBHD (National Association of County Behavioral Health Directors)-NCMHC (National Community Mental Healthcare Council) white paper will be published in the February 1997 issue of Behavioral Healthcare Tomorrow.

Prepared by consultants Colette Croze and Wendy Krasner for AMBHA, this 39 page report reviews the key factors that appear to have precipitated the relatively high number of challenges, reviews relevant precedents in federal and state healthcare procurements and related litigation, and offers recommendations for reducing the number and scope of contested public procurements.

An Open Letter to the Congress of the United States on Nondiscriminatory Mental Illness Insurance Coverage
An April 15, 1996 Roll Call advertisement signed by 53 businesses and non-health associations from targeted U.S. Congressional districts. This letter was sponsored by the Coalition for Fairness in Mental Illness Coverage (AMBHA, both APAs,)

"State Mental Illness Parity Laws"
A December 1995 summary updated October 31, 1996, April 15, 1997, June 3, 1997, August 15, 1997, and September 25, 1998 with legislative text, of mental illness parity laws enacted in Arkansas, Colorado, Connecticut, Delaware, Florida, Georgia, Maine, Maryland, Minnesota, New Hampshire, New Mexico, Rhode Island, South Dakota, and Vermont. Indiana, North Carolina and Texas have parity laws for their employees. Alaska, Hawaii, Louisiana, North Dakota, Oklahoma, and Virginia have legislative resolutions to study the issue. The chart also identifies the 14 states, which have enacted legislation complying with the federal 1996 parity law. Lastly, the analysis includes the text of the legislation vetoed by the Governor of Oklahoma.

"An Update on Parity Issues"
Copies of 33 overhead slides used as an August 8, 1997 presentation to the annual meeting of the National Conference of State Legislatures (NCSL) on a "Defense of Parity for Mental Illness in Health Benefit Design," which includes a summary of the National Institute of Mental Health (NIMH) May 1997 study and the National Alliance for the Mentally Ill (NAMI) ö Lewin Group New Hampshire study on the affordability of parity. Copies of a different set of 33 overhead slides used as a September 16, 1997 presentation to the National Substance Abuse Coalition. Copies of another set of 31 overhead slides used as a March 30, 1998 presentation on "Affordability of Parity" to the American Bar Association Tort and Insurance Practice Section. "Medicaid Managed Behavioral Health Care"
Copies of 70 overhead slides used as an October 1-2, 1998 presentation to the University of Pennsylvania Center for Mental Health Policy and Services Research Seminar for HealthChoices, Southeastern Pennsylvania. The slides review organization and structure, quality and performance, and consumer and family expectations.

"Public Substance Abuse and Managed Behavioral Healthcare"
A copy of a white paper developed by AMBHA and the National Association of State Alcohol and Drug Abuse Directors (NASADAD) published in the February 1999 issue of Behavioral Healthcare Tomorrow. This paper is a working document reflecting a discussion of managed care issues and concerns among public officials, who have historically licensed, financed and administered alcohol and other drug services (AOD) in states and communities, and private-sector managed behavioral healthcare organizations, which now manage these services in many places and will assume greater responsibility for services management as managed healthcare becomes more pervasive throughout the country.
